The best method to advertise the text link program would be to use the approved text links on your pages.

There are ways to get more clicks of course....but you wouldn't get paid for them so why bother.......

You could always email and ask if they approve certain links and use them once they are approved.

If you can't come up with good links then you might want to just use what they provide.
