Or are these people putting a banner on their page, that is linked to a full page ad, then to your site.

That makes a difference because with the second method the webmaster is trying to screen out buyers from those not really interested. With the second method though, you may have hundreds of people hitting the full page ad and turn back.

I do belive your ratios are correct, but it might be all from accounts sending 3rd level clicks.

the best you can do with TGPs is 1:500 unless you filter traffic
