I am looking for the best/easiest way to do multiple strokes (edges) on a picture or text...

Im not sure what you are asking, but if I have it right then Id say create multiple duplicate layers and add an edge to each until you have the effect you are after.

You can add multiple glow filters. Increase the glow by 1 each time.
