Is it still possible to get a descent amount of traffic without partner accounts?
If yes, what do you use? To howmany sites do you submit and howmuch traffic do your galleries get per submition?

You need partner accounts these days.....

There is no money in this game anymore if you don't have partner accounts...

Partner accounts are pretty much a must, i'd also suggest using dreamsubmitter to maximize your profits.
