here in Canada if the amount is under $2, you don't have to pay and you won't be paid either

That is true in Canada, you have up to 5 years to file your taxes, but only if you don't owe anything to them or you have a refund coming.

The IRS has powers that you wouldn't belive. I was recently off on a payment by forteen cents and they charged med $1400 in interest.

The IRS needs a checks/balances system bad.

It'a amazing how much power they have and how much they know. Anything with SS # = on radar screen. Even on audits, accounts just bearing your name = fair game.
