Hosting Overseas

When the server is located in Europe, who regulates the 2257 issues? The owner is not a US citizen. The question is misty, I agree, but it'll be helpful to get some links or info to start with.

lemme think how many discussions did we have bout this a million or so?

it all comes down to 1 thing :

US processing, domain registered or what the hell registered to the US and hosted outside STILL has to be 2257 compliant.
