i am sure it depends on the species of penguin, and the place you live in.

some penguins are protected species, some are not.

as for the climate, there are warm weather penguins, such as the ones that live on some of the islands around australia, and the galapogos. there are also the more familiar arctic penguins.

if you are really interested a good place to start asking questions might be your local zoo. they are usually pretty knowledgable about the particulars.

there are penguins in South Africa, and I can't say that the weather's too cold here

plus you can always keep in the freezer during the summer
