It sounds like I'm always complaining about France. But let me say I love living here but I believe in calling a spade a spade.

To state it rather politely. In my experience it would appear that a large portion of Frenchmen/women don't really have great oral hygene.

The best way to sum up their dental care habits is they are kind of the same way they shun deoderant in favour of perfume and cologne.
