The figure will only balloon above that amount if we are willing to rebuild a below sea leval coastal city. Something tells me you'll settle for nothing less...

Something tells me, that in some aspects we will have no choice to re build that city. At least parts of it. Now the design of the rebuild is what could turn out amazing.
