This is what happens to television personalities who don't have a script on a teleprompter and they try to ad-lib their reporting. I don't think he meant it as a racist comment.

I don't think he meant to say it in a racist way, just the opposite. He said:

"....These people are so poor and so black and that is going to raise a lot of questions"

I think he meant in the sense that because those people are poor and black, many will think that's the reason why the rescue efforts were not as expedited and efficent as one would have expeceted due to the magnitude of the situation.
