Cholera outbreaks are common in flood situations, and are notoriously difficult to contain. i heard somewhere that they couldn't bus out the sick and elderly from the convention center because some thugs threatened to kill whomever would get to leave first.

It is my understanding that a lot of these people could simply walk out of the city...but now they are not allowed to do so...they just have to wait unil they are told they can leave.....
