how did it happen?

Easy.

Bush used funds directly related to levee repair on 17th street levee that was breached, for Iraq.

Article, after article have stated this for over 2 years now.

Bush and Iraq are DIRECTLY responsible for this in more ways than one. Funds have been used for Iraq for years. And this is not new.

This is just ONE EXAMPLE of how funds used for Iraq could've been better used at home. The fact that funds directly tied to the 17th levee breach, we used for Iraq speaks for itself.

this is what happens when you do not protect homeland.

I have seen officials from the Corp of Engineers being interviewed and stating that the work they intended to do would not have stopped the levees from being breached. They stated that what caused the levees to be breached was the fact that the levees were built for a cat 3 and that they did not have any plans in the works to upgrade them to a cat 4-5.
