Easy.

Bush used funds directly related to levee repair on 17th street levee that was breached, for Iraq.

Article, after article have stated this for over 2 years now.

On the news they said Bush will stop in Alabama, do a fly-by of Mississippi, then stop in New Orleans to speak. The last part of the trip might be changed though.
