Actually no. In the 90's Clinton cut the entire military by over HALF in the Reduction In Forces Program. He then put a lot of active duty missions in the hands of reserve units. Up until then we had a "Two Theater" grand strategy, but after that we needed to suppliment Active military units with reserve and national guard.

But just like how they didn't appear in Iraq overnight they all won't appear in New Orleans overnight. But I assure you they are being sent there in increasing numbers.

It doesn't help matters when you have to pull authorities from helping deliver aid so they can keep crime down.

The situation is worse then it needs to be. It's hard to save people and disturbute aid when you have people getting shot in the street.

No but over 6000 members, more than 40%, of the National Guard in LA and MI are in Iraq instead of at home where they should be keeping peace. That's why we call them the National Guard and not the Foreign Guard.
