Can you surf the web on an oc3 line?

sure why not? its just a highspeed connection. Of course you can't surf pages any faster than they can serve them :)

I'm wondering more how lucky they are that the various bits of network infrastructure between them and the non-wet parts of the USA have survived so far... perhaps they have satellite?

they can still browse it, but I don't think it would be THAT much faster than customer grade broadband connection....
