CC Processors sending out Rebill messages?

Do Ibill and CCbill send out e-mails to people AFTER they have been rebilled to tell them?

No, neither iBill nor CCBill send out messages like that. CCBill appears to have an option where you can send an email to someone who's card was declined, but I've never used it.
