the entire city is under water. no shelter, no food or drinking water.

Because although the damage is huge, some houses will still survive, and some people may actually have belongings which they could have had back. But with the looting, even that small comfort could disappear...

If I'm ever in a situation like that, and I run out of food/water/diapers and there's no one to sell them to me, you'd better believe I'm looting. The people that are stealing jewellery should be arrested, same with the people stealing clothes, unless it's something they need like a jacket.

I would loot for sure, its has nothing to do with morals,its freaking emergency and you can alaways go back later and pay for whatever ya take..
