I wouldn't read to much into it. Every Country in the world has some sort of plan to deal with any other Country that could be a legitimate threat. Everyone's acting like this is a big deal.

That won't be too easy now.

The US has contigency plans that involve most countries on the earth...and Nukes are often...if not always...part of the plans. Nukes are considered to be a viable military option.

Oh Jesus, this is such a non story. Every time China or Russia made a move - or any other country for this matter - the US Goverment goes over it's options. These range from nuclear to attacks to a full scale invasion to, well, nothing.

And then there is this:
"It was not clear whether Kennedy was speaking of a nuclear strike or in more general terms".

In other words, Kennedy never said we are going to nuke anyone. It was a discussion, and Kennedy never even commented on it.

You think the US doens't have plans to deal with every possible military option - including invading Mexico - your blind to reality.
