on 'blind rebills' for 'high risk' online transactions? Perhaps the crackdown will take the form of requiring credit card companies/processors to send mandatory notices everytime a subscriber is going to be rebilled?

How likely is this scenario? Are alternative billing/revenue models in place that would actually MAKE MONEY if such a scenario comes to pass?
