Epassporte is offshore right?
so can the us/canadian government get ahold of the records on an epassporte account?

If it has the Visa symbol on it, then those records can be grabbed by the US anytime they want. Visa is a US corp.

Can't be completely hands-off if the card has your name on it and they have your address. Didn't the old epass ads from a year or two ago say they were anonymous cards?
