Thumb software with aspect ratio?
 

Hi,

I need to find a software for cuting out a part of the picture right from the explorer and saving it to my computer. Currently, I am using SnagIt which is great, it's easy and fast but there is not option for the aspect ratio, you can cut out only undefined ratio or 1:1 by holding SHIFT.

I need 12:16 ratio. Don't you know about any software which would allow this option? and if possible would be fast and easy to work with.
