I've found its a rare program that has a system to let you specify the exact format you want to export to.

I don't think OCCash has it.. they do however use NATS..

Is there a place that lists all the programs using NATS?

I list sponsors that offer descriptions. Check the last column on the right on this page:

If you click the sponsor's name you will see if they use NATS or not, but there are some others that don't use NATs that still offer the customization of the descriptions that you were looking for.
