Parking during the day rotates every other day to the opposite side, so there's supposed to always be a side unblocked/clear; so they could easily do it then, and even more so fine and get towed and make more money, the cars that block them..

wasnt aware of this.. that changes things a bit, you would figure its in the city's best interest to make some money off of tickets..
