I've seen offshore galleries at less than $50, tours and what-not enough to launch a site at a quarter of my budget when commissioned around the place

I'm a businessman who has ventured into the adult biz. I don't see why the definition of business has changed.

Aside from Juiicy, I have not heard a single case of pro-offshore.
