As Fletch XXX said.. It's mostly an American thing. I have had jobs in quite a few companies and I have held positions where I had access to highly secret information and I have never ever been asked to take a drug test. I haven't even been asked if I did drugs..
And I wouldn't do it if I were asked to take one.. invasion of privacy
