Well the only fault I can see there is that he ignored your e-mails, if you've agreed to a traffic test it should be "no strings attached" and probably his way of monetizing traffic only allows him to pay max $3K for it.

my point is that if you know the asking price is $15k and you expect certain traffic figures and the test proofes them, and then you reply after 10 days saying that you can pay only $3k, then you dont look serious and just waste my time

Well I guess the point here is if he IS able to pay $15K and just decided that this price is not profitable to him, or that he can pay $3K max no matter what and he knew this from the start. In the second case you would be right to be angry, in the first it's simply business. Traffic figures do not mean everything, it's all about the quality and CTR if using it for PPC.
