Modem is the tool that lets you connect to the service you're using, be it ADSL, cable, or dial-up. MODulater/DEModulator.

Routers route the dataflow through various switches and securities and whatnot.

The poll options are pretty clear.

Five of the poll options talk about speed (not even specifying upload or download) and the other two talk about methods of connection.

Hm, then I'm thinking your building has a main modem, which it then splits off to each unit as a direct connection. There has to be a modem somewhere in the equation, as far as I know.
