Who can setup a high risk merchant account, Offshore (meaning outside of the USA jurisdiction) , with shopping cart software etc, please leave your ICQ or e-mail contact in this thread...thank you.

I know netbilling can setup offshore and provide the gateway.. Doesnt know who also offers a shopping cart though.
