It could be a decoy. All the fire crews etc are now away from the City and Canary Wharf.

They're causing massive disruption which is one of their aims. They also want to fuck up the economy etc through scare tactics.

My theory is that whoever supplied them with explosives may have purposely gave them non-working materials, so that the end result would be them exposing themselves when they didn't "go off", but simply fizzled when the detonators deployed.
