Creating a flatscreen RSS Billboard - HOW TO?

I wish to turn a flatscreen monitor into an outside broadcast billboard.

It is a small screen but i wish to convert it into a slow scrolling message broadcaster. The idea I'm thinking of is similar to one of those slow scrolling LED belts ( http://www.nycscrolls.com/ )

One of the Windows screensavers has a customizable text scroll, but I'm looking at incorporating an RSS feed into it.

Any suggestions?

Full screen flash swif dynamically pulling the RSS content and manipulating the text however you want?

or

A page on auto refresh that grabs a new RSS feed and uses the marquee tag.

or

A java applet doing pretty much what the flash swif above would do.
