I dunno about Cuba.. but yeah N. Korea is actually experiencing famine right now (just saw it in the news a couple of days back).. i certainly do not think that a country experiencing famine is running smooth..

I think in N Korea it has something to do with not having stuff like food and oil. But yeah, maybe you can run smooth without those things.
