I was thinking about starting a webmaster club/union
 
Yep.
Just like a kind of union thing. Only honest trustworthy webmasters, designers or people related to the business. Invitations only (or 99% at least)
It should NOT be used to get discounts or anything else, but more like a sign of approval or quality-stamp, and a networking tool for the members

It could actually work.

I have the domain www.xxxwebmasters.com (site not up) - would people join if it was free?

you would need to be a dominant force enough that if someone on that list screws anyone around you can threaten to pull their name or advertising. There are other resource boards out there that webmasters look up too that have the same effect that your talking.. I wont name them out of respect for GFY.. but they are there.

Let us not forget that those in charge of this site your talking about must be trustworthy enough not to take out their personal feelings against someone and can act neutral.

Unfortunatley, projects like that are always sponsored by someone (to pay the bills).

As soon as you have a sponsor you can't truely be unbiased.

I know.. what you so nicely put into words, are the biggest challenge for any kind of union, and It will take a lot of work to get it just right

Biggest problem i could see is, who's to determine if those webmasters are honest and trustworthy ?
By recomendation would be a posibility, but Just because someone is your pall and won't cheat you, doesn't mean he wouldn't screw someone else.. or a program may not screw the big players (or gfy loudmouths) but may still shave the shit out of "the little guy"..

However, make a club where those joining have to prove their honesty by accepting and active control of their honesty (with test signups, checking for traffic leaks, checking quality of members areas, investigating complaints, etc. ) and Imo. you could get a club with quite some power behind its name.

I, and i'm sure many others would be happy to join a club like that.
