Do the new 2257 laws affect canadian hosted and operated freehosts? If not, what are the new conditons for a freehost to operate in USA? Does Canada have something similar to the new 2257 law to pass in USA?

IMO, a Canadian company/webmaster following 2257 would violate Canada's Personal Information Protection and Electronic Documents Act. Hell, you can even be in deep trouble under C-PIPED for having such document in your possession, do not download these documents from sponsors if your Canadian.

The only problem I see with opporating from Canada is processing. Who are some of the main processors used in the industry that do not need 2257 notises or a U.S. corporation? Is a Canadian safe using a U.S. Corporation in the adult industry but following Canadian privacy laws?
