They want you to make the surfers pay with cash by mailing in CASH to them, then they send a user name and password.

I guess it would be ok if surfers want to wait days to stroke it and if they want to stay totally unknown. What do you think?

Sure, the surfers certainly need to wait for approval. But consider the bulk of surfers out there with *no way out*. No creditcard, no trust in alternative billers roulette, etc. They love paying cash, though they need to accept an approval period of a few days.
