It doesn't pay a big % for everyone. It works on content relevancy and ad inventory. Sites with good content relevancy and a good CTR will get the best inventory and payouts while that page for example may have the high paying keywords in it's ad but have the lowest paying inventory based on the site, relevancy and ratios.

I think that the list is a bit off on the prices.

I assumed that but why make up a number that won't ever be believed?
