europe is not one country. It depends on the country you choose. You should make this decision by other reasons then the price of an LLC.

An LLC in the EU is a LTD company. I didn't think a LTD company alone was enough for CCBillEU? Don't you need some sort of presence and banking?

What you are probably looking for is a non-resident company.

But.. If you are a US citizen and this has something to do with 2257, you need a bit more than just a corp.
