Does it? I've never had the pleasure.
The thing about Napalm, though, is it usually falls from the sky -- from unseen bombers at a very great height, or else from fighters that are flying so fast, they're more heard than seen -- and, of course, who has time to read the numbers on the tail fins of an F-16, when you're skin is on fire. Effective, certainly, but only useful when your intended targets are cooperatively self-gathered in one place -- no other way to justify the expense -- you follow.
If I were going to consider Napalm, I would want a more "personal" method of delivery...
