How will they know your are US citizen?
 

Suppose your domains use whois privacy, are they going to "mine" the entire domain database of the world or send out SPAM to ask you if you are a us company/citizen? Or are they going to go based on IRS tax disclosure - can that information be shared or there are restrictions?
