Fedex will ship chickens, so I imagine they would also ship small birds.

My son has gotten finches before via Alaska Air Cargo or Delta Air Cargo. Depends on what kind of birds, where they're coming from and going to.

I think they all have services that allow for this..I once watched this show about this african elephant that was saved and brought to the states and DHL was the carrier so they have to be able to transport a bird....
