The more expensive ones are called "predictive dialers". They keep a pool of callers on hold short periods and minimize the hold time by matching to the queue of available call monkeys.

I use a bank of the poor man's version - Hayes compatable modems, works fine for me for a national customer service center.

"predictive dialers" are very neat, I used to work with them a while back

Yeah we have a bunch of systems that use $19 modems - works fine. You send a few text strings out the port, modem dials, customer service rep picks up. The negative is 10 seconds lost and no-answers, the positive is most people hang up on true auto-dialers that connect them to a computer and tell them to wait.
