You are see it clearly in the Philippines - and often in most smaller countries, partly because it's hard to hide it :-)

But smaller nations are no different to larger one's - they are simply mirror images of each other with larger nations having a bigger melting pot into which they manage to hide their corruption better.

Dump a human into some position of power and they get "loose" and think they are untouchable and God's gift to humanity. It does not take long before they start defrauding - tho they may want to believe they are not doing anything wrong :-) (You sure have seen that in the Philippines!!)

Look at bigger nations - they are no different, - probably worse but the scams covered up in other scenarios - and, some even "legalised" to make it look good! *lol*
