No, but they shouldn't be used to bolster the Patriot Act.
Catching terrorists has nothing to do with allowing the government to browse your library records, phone calls, etc. without a warrant.

They would use existing laws and tools. If they have a suspect they can get a warrant.

We had "secret searches" during the Hoover era of the FBI... didn't turn out so well.
