Someone please explain NTSC/PAL to me...

I recently encoded a ton of videos (mpeg) in PAL @ 25fps and they are 20 seconds long for me here in the usa. But, when they are played in europe (netherlands, belgium) when clicked on, they cut off at 13seconds. Someone told me this was a PAL / NTSC problem. But, when the file is right clicked and downloaded, it plays the full 20seconds from europe.

If someone could explain to me why this is, or post a link to a good explanation, that'd be fantastic! Also, any solution would be helpful...

and I take it theres no easy way to change all the pal videos to ntsc... I'd have to reencode them all...

In windows mediaplayer and other players, the PAL/NTSC issue have no influence.
