But if you are looking for Hosted Blogs, how do you plan on having 100% control?

OK 90% then
1 - you sign up for the free blog
2 - you get a subdomain like nakedbabe.blogbuster.com
3 - you should be able to chose from x amount of design templated
4 - You place the syndicated bannerblocks where you want it
5 - when the design is ready, you ask for approvel
6 - when approved, you are live
