Defined what 'sexually explicit' is as of yet or is it still open to interpretation?

Sexually Explicit has always been such a hard to define term.

p.s.

The use of the term 'sexually explicit' without any type of definition in these new 2257 regs is crap, different people have a different definition os sexually explicit content for example, an ebony site, is going to be 'sexually explicit' to people who are in to ebony porn, but not to a KKK member LOL

Where do we draw the line as business owners with this definition?
