Which is better the average webmaster?

I'm about to go buy it, and the books that go along.

Buying it wont make a difference.

If you are ready to spend a couple years working with it and ultimatly mastering it you will be able to use both without any consequence.
Once ya got it comes the real decision however, in knowing if ya got the discipline needed to profit from it.

Photoshop.... if you're a graphic artist... and the other one is for photographers..

but it is best to learn photoshop...

It depends what you want to do, for most tasks elements should be enough, if you want to do professional designing, photo editing, etc, I would go with photoshop... I think they are basically the same, elements is basically photoshop with some features cut out...

I just got Photoshop CS2.

Fucking rocks!!!! Lots of cool new features and the one click red eye eliminator is the best I've ever seen. Also the one click spot correction tool is neat.

Yep me too. I installed it a few days ago. It's a lot smoother than 7! I'm kinda surprised actually, didn't know people could improve an already perfect application :thumbsup
