they probably are a part of the death squads in Rio, they control more of the drug market than anyone else.
They decide who can be the bigest, and if they don't pay, they get killed.

They're also responsible for mass murders in Favelas, last time it was because one of their commandos was arrested, so they just went and killed a bunch of people
