Yes and there are programs out there that skirt the issue, even though they are technically 18 year old sites in the mix for underage traffic.

Bottom line is that it's out there and there are companies out there that will capitalise on this...

I do not like it, it's sick and wrong in so many ways and webmaster's that confuse the mixing of underage sites are definatly a hazard to our industry bringing in unwanted attention.

The age of concent here is 14, way to young in my opinion... A 40 year old man should never be able to have sex with a minor under any circumstances, it's just wrong.
