Then how come me and several others I know saw no problems with signups during this time? As a matter of fact, signups were above average for me.

Correct me if I am wrong but the article never mentioned any problems with taking signups, just webmaster access to the CMI.

Maybe they just dont like mullets and are persecuting you for it.
