I believe it's more a bandwidth per hour config, not nessesarily visitors.

I've seen posts from certain surfers here who have posted a geoshities link, you click it and get a splashpage saying the site is temporarily offline due to it being over it's allowed bandwidth usasge. I've seen it happen as little as one minute after the person posted their link :1orglaugh
